De acordo com os parlamentares, nos períodos de 2007 e 2008, gestões do ex-prefeito Lourival Bueno de Souza (PSB), as dívidas da prefeitura subiram substancialmente, onde também foram encontradas várias irregularidades. “Até hoje aparecem contas do ex-prefeito de 2006 e 2007”, relata um parlamentar. Entre as irregularidades encontradas pela Câmara Municipal está a emissão de guias com valores menores para pagamento ao Instituto Nacional Seguridade Social (INSS). “No final do mandato, já nas últimas semanas, o ex-prefeito solicitou uma revisão nas contas, deixando a dívida para a atual administração”, explica. À época, o balanço geral das contas de 2007 recebeu parecer favorável pelo Tribunal de Contas dos Municípios (TCM). No entanto, segundo o parlamentar, isso foi possível por causa de um acordo firmado entre o ex-prefeito e Amprev, cuja dívida da prefeitura com o instituto somava R$ 960 mil. “Só que o município não cumpriu com o acordo firmado, ou seja, não chegou a pagar uma parcela.” Ou seja, com o acordo, a Amprev deixou de comunicar a dívida ao TCM, que aprovou o balanço. “O resultado disso foi que este ano a Amprev comunicou a dívida à Câmara Municipal, que reprovou o parecer com 2/3 dos parlamentares.” Segundo o documento, ao qual a reportagem teve acesso, no dia 31 de dezembro de 2001, a gestão de Lourival devia ao INSS o valor de R$ 1,7 milhão. Nos últimos anos, essa dívida cresceu, fechando no dia 31 de 2008 em R$ 4,4 milhões. Ou seja, 2,7 milhões a mais. “Esse crescimento não tem como ser justificado, por isso tivemos de rejeitar as contas, cujo parecer deve ser enviado ao Ministério Público, Tribunal Regional Eleitoral e Tribunal de Contas dos Municípios”, diz.
